Herangi was given his marching orders after confronting referee James Martel following the 47-22 win over Waratahs at Conolly Rugby Complex.
It is alleged Herangi became verbally abusive following the conclusion of the clash.
However it is not being considered a red card offence as the incident occurred after the final whistle.
Instead the situation is being investigated under Rugby Australia's code of conduct.
A number of detailed reports have already been received as part of the investigation.
It was Herangi's first game back from suspension after he has red carded for punching a CSU opponent last month.
He was found not guilty of that offence but was subsequently suspended for two weeks after being charged and found guilty of unsportsmanlike conduct.
Herangi has also been yellow carded twice in his other two games this season.
A third would see him automatically suspended for a week.
The two sides, who have already qualified for this year's grand final later on September 26, will clash again at Conolly Rugby Complex on Saturday.
Wagga City are yet to taste defeat and the 25-point margin from last week's game is the closest any side has got to them this season.
