It is alleged Leeton player Faasolo Tapuvau Seve entered the field of play and became involved in a brawl at Leeton No.1 Oval on August 1.
It marred the undefeated Phantoms's 17-10 victory in what is Wagga City's only loss to date.
He will face a code of conduct hearing on Wednesday after investigators based in Canberra found he had a case to answer.
Southern Inland rugby manager Jack Heffernan confirmed investigators recommended a hearing should occur under the Rugby Australia code of conduct.
Seve will front the code of conduct committee hearing via Zoom.
However unlike yellow and red card offences there are no penalty guidelines if the Leeton player is found guilty.
Any sanctions would be at the discretion of the committee.

Leeton president John Hill confirmed three weeks ago the player had been dealt already been dealt with by the club internally.
However he would not release how.
"According to our code of conduct we can't comment on any cases currently under investigation," Hill said.
Hill said any penalty would remain between the player and the club but it is believed he won't play for the Phantoms again this season.
