The Murrumbidgee Local Health District [MHD] confirmed the dozen new confirmations for the 24 hours to 8pm on Tuesday.
Nine of the cases are in Albury, with the remaining three found in Wagga, Berrigan and Hay.
It is the first case for Hay in this outbreak.
Sewage surveillance has detected fragments of the virus that causes COVID-19 in Wagga and Young "in the last 24 hours", the MLHD said.
It is urging the Hilltops community, which has remained free of the virus since the September outbreak, to remain vigilant and come forward for testing if they experience any symptoms.
"MLHD is not currently managing any active cases in the Hilltops LGA," the health service confirmed on Wednesday morning.
In other news
The Hay and Griffith communities have been asked to limit their movements as an outbreak at Ivanhoe, in the Far West Local Health District, continues its hold on that area.
Another two cases were confirmed for the Far West on Wednesday morning.
It comes as the state records 216 new COVID-19 cases and three deaths.
Testing venues in Wagga were busy on Tuesday as people turned out in droves to get swabbed after exposure sites were identified in Wagga.
On Monday it was revealed that a funeral held in Wagga on November 5 was attended by someone who later tested positive for COVID-19, with everyone who was at that service instructed to seek a test and isolate until a negative result is received.
The interstate situation
A Wagga school closed for cleaning and contact tracing on Tuesday after it emerged a member of the school community had tested positive for COVID-19.
The MLHD is working with Sacred Heart Primary School to ensure the health and safety of its community is maintained.
The person had visited the school during their infectious period on Wednesday and Thursday last week.

People in Griffith can get tested daily at the MLHD testing clinic at 50-52 Yambil Street between 9.30am and 1.30pm, or at the Laverty drive-through clinic at Griffith Showground from 8am Monday to Saturday.
Testing in Wagga remains available at the MLHD's Murray Street testing clinic between 9am and 4pm daily, at Laverty Pathology's drive-through site in the Riverina Playhouse car park off Tarcutta and Cross streets from 8am daily, and at the GP-led respiratory clinic at Glenrock in Glenfield Park between 9am and 5pm weekdays.
