The Wagga club dominated possession and field position at Equex Centre but struggled to make their rivals pay.
While it was a big improvement from their last game, which was a 40-12 loss to the Thunder, co-coach James Hay rued a lack of patience with the ball, especially in the first half.
"We just didn't play with any patience," Hay said.
"We were in positions we probably haven't been in this year where we had plenty of ball, repeat sets and looked good but just had no patience, tried to score off plays we shouldn't have and it was a little bit of inexperience."
Brothers finished with limited options on their bench.
It was something Hay didn't think helped their cause.
"At 12-all at half-time the boys were really confident but with a couple of injuries we haven't learnt the ability to play strong when things are against us yet," he said.
"We just dropped our heads."
Things only get harder for Brothers after the bye with a clash against competition favourites Tumut at Twickenham on June 19.
