The first two weeks of the finals series will be hosted under the current COVID safety plans utilised by clubs.
It means only 500 people will be allowed at any one time at Equex Centre on Saturday, Twickenham on Sunday and Anzac Park the following Sunday.
Group Nine are in the process of having Equex Centre classified with stadia status, which will allow around 3000 people in for the grand final on September 27.
Operations manager Bob Hay revealed there was discussions on Equex Centre playing host to all finals in a bid to increase capacity, as AFL Riverina has done with Robertson Oval, however they wanted to retain the traditional 'home ground advantage' during the finals series.
"As the clubs appear to be managing their home games quite well, and they all have their safety plans, we didn't really want to penalise clubs on missing out on their home semi-finals," Hay said.
In another bid to limit people being at the ground at the same time, larger gaps have been created between games with the Sullivan Cup to start at 9.30am.
First grade will remain a 2.35pm kick off.
Group Nine have also asked players, officials and supporters to get in, play and get out to reduce numbers.
"We are lucky as we a have a good spread of teams so people in the younger grades should come and go which will allow for me people to come in later," Hay said.
"The Men Of League will be doing a count of the people coming in and out so we are on top of the capacity.
"The reason for the live feed is to encourage people to stay at home and watch rather than turning up at the ground as they might not get in."
Live streaming will cover all five grades on each day.
Access will cost $5 per day for the first two weeks of finals with the grand final charge to be $15, the same as the entry fee.
Spectators will be asked to bring their own seating for the northern and southern hills at Equex Centre on grand final day with those wanting to drink alcohol required to be seated on the western and eastern sides.
