A final investigation concerning the code of conduct matter, which was lodged two years ago, was discussed behind closed doors at Monday's council meeting.
The report, which cost the council $10,550, found Cr Funnell had breached the code by failing to treat his fellow councillor, Vanessa Keenan, with respect at all times in communications both in email correspondence and during meetings in 2017, in particular on November 27.
Cr Keenan, who lodged the complaint, told The Daily Advertiser she made attempts to resolve the matter, but after no success she felt forced to escalate the matter in order to get on with the job that she was elected to do.
"I refuse to be bullied and intimidated by anyone," she said. "There is an expectation that I do my job - that I was elected to do, and ... there is an expectation that we all treat each other with respect."
Cr Keenan said she expects to be criticised by Cr Funnell for wasting ratepayers' money, however, that burden would not exist if everyone was treated with respect.
Although Cr Keenan was not certain if his disrespectful behaviour was influenced by gender, she said she has identified acts of double standards in the chambers, most recently during the vote of no-confidence against her last month.
"Just a few weeks ago there was a vote of no-confidence brought against me with no real apparent reason despite there being two other male councillors who allegedly [had] done the same thing as me, yet it was confirmed that I was singled out," she said.
While the email's contents have not been made public, Cr Funnell admitted to The Daily Advertiser to using "colourful language".
He said he firmly stands behind what he wrote, but conceded his approach and choice of words could have been different.

However, Cr Funnell said the council did not need to spend ratepayers' money on an exercise he claimed was just an attempt to embarrass him.
"There is colourful language in [the email] that I am embarrassed about. That said, never once did I get a phone call or email from any of them, yet she claims that she tried all sorts of avenues and that is a blatant lie," he said.
Cr Funnell also alleges that councillors breached meeting procedures when the code of conduct matter was heard at Monday night's meeting.
Although he was given the opportunity to defend his actions before leaving the chambers, Cr Funnell said the recommendation was changed, which he has the right to address.
