While scans have cleared the Southcity star of major damage, Rose won't be risked against Temora.
Instead Bulls captain-coach Kyle McCarthy doesn't expect him to be back until at least round three after picking up the injury at training last week.
"He's got a bit of a knee niggle and isn't quite 100 per cent," McCarthy said.
"It's too early in the season to be playing at not 100 per cent so we left him out."
Instead Jordan Little will play five-eighth as the Bulls start their season at Nixon Park on Sunday.
McCarthy is confident the young gun can step up.
"He didn't look out of place playing fullback late last year and with the ball in hand he's unbelievable," he said.
"It shouldn't be too much of a transition for him.
"It's just the defensive part we need to work with him but I'm sure he will be fine with a bloke like Sai O'Sullivan next to him."
Hayden Jeans will come off the bench to take on the Dragons with Cameron Copeland given the opportunity to start in the front row.
McCarthy believes it is a reward for the hard work he's put in over the off-season.
"Cam has done the full pre-season so we give him the starting spot," he said.
"It was much deserved, he's had a cracking pre-season, and Jeansy off the bench will add something too."
