Opening bowler Garness will lead the team after around a decade of service for the club, while Mark Grigg will take over coaching from Justin Ward.
Grigg's son, young fast bowler Angus, has followed his father in shifting from Wagga City and will take the new ball alongside Garness.
St Michaels finished fifth last season and although Garness is fully aware Frostick's loss will be hard to overcome, he's hopeful the rest of the team can all pitch in to fill the void.

"I think they all do. Anyone batting in that top six really needs to knuckle down and put it on themselves to bat time and take the innings deep," he said.
"We finished fifth last year. It wasn't a great year and we struggled to finish off games. Hopefully we can get back to playing some finals and go from there."
Garness said he will learn on Mark Grigg for leadership and also expects Angus to make a big impact in an already strong bowling attack.
"He'll probably open the bowling with me and he'll be handy in the middle to lower order with the stick," he said.
"We're trying to rebuild, and him jumping on board will definitely help us.
"The big thing for us is fielding. We were pretty ordinary in the field last year and missed some opportunities.
"We would leave 20 runs out there with misfields and sloppy mistakes. If we can build on that we've got enough batting talent, and we're very strong in the bowling department this year. I think we'll be right."
Garness also feels last year's coach Justin Ward can improve further on a strong last summer with the bat with less responsibility.
"He batted really well last year, and with out the stresses of coaching, just turning up to play will help him I think," he said.
"I also think Nathan Corby can step up into a leadership role with bat and ball, being our only spinner."
