A 32-all draw with Waratahs was not enough for last year's grand finalists to sneak into fourth place.
Even if they did hold on for the win, CSU still would not have made finals with Wagga City and Ag College cementing third and fourth places respectively with wins on Saturday.
Wagga City scored a 46-25 win against Tumut while Hay finished the season winless after going down 44-0.
Waratahs coach Mark Macarthur was pleased with the fight shown by his side after CSU came charging out of the blocks.

Reddies took a 22-5 lead into half-time but a much better defensive effort soon turned things around for Waratahs.
"We were able to fix up some of the things we needed to and come back out and put it on for a 32-all draw," Macarthur said.
"I was very pleased with how the girls playd and how they reacted coming into this time of year as it's not necessarily about the win
"I know for Reddies it was part of the equation for them but for us it was more about setting up our structure and making sure against a team like Reddies that it works.
"It did work, we just needed to tidy some of it up."
Despite being held to one try in the first half, Macarthur was pleased with the Waratahs attack and thought they handled the finishing ability of Tess Staines and Ellen McIntyre proved to be the difference in the second stanza.
Staines crossed for three of her team's six tries and McIntyre two.
Waratahs will face Griffith looking to book a place in the grand final.
With lockdown set to expire on Saturday night, Macarthur was hoping playing on Sunday would be an option.
Ultimately he just wants the chance to finish off the season.
"It would be a shame for it all to go down at this time of the year but we will just have to wait and see," Macarthur said. "I did put it up to see if Sunday was something and that way it keeps everything on track as at the end of the season people are moving on.
"You try to get a game in when you can as you never know when the next lockdown is on or when this one is going to end really."
