Rigg was called onto the field before being sent off by referee Ben Whitby following a complaint by the touch judge over comments made following a penalty being issued against Brothers.
It added to another frustrating day for the Wagga, who slumped to their 15th straight loss this season.
Things were looking positive after jumping to an early 10-0 lead.
However both their tries came off Kangaroos mistakes and Brothers struggled to get themselves back into the contest in the second half.
Co-coach James Hay was disappointed they couldn't keep up their good start.
"The first 20 minutes was probably the best footy we've played all year," Hay said.
"The boys turned up and I think it was the first time we've had more than 11 fresh players for a first grade game all year.
"A lot of boys have been putting in big efforts, playing hundreds of minutes of football each week so it really hurts.
"Brothers against Roos is one of the first games we circle on our calendar every year.
"We definitely showed we've come a long way from the beginning of the year but we are sick of being called winless Brothers."

Discipline was again the big issue for the club.
Their inability to defend it helped Kangaroos get back into the contest.
"It's discipline and being able to defend the discipline as well," Hay said.
"Clubs like the Sydney Roosters give away more penalties than anyone in the comp but they can defend them.
"We are getting better but we are still not there.
"We give away a penalty or knock the ball on and it just compounds from there to penalty, penalty try. It is something to work on."
