Driscoll was one of a few last-minute clearances in the Farrer League that were lodged just hours before the June 30 deadline on Wednesday night.
Driscoll will return to the Magpies from Ovens and Murray League powerhouse Albury, where he was yet to play a first grade game.
Ladder leaders, Marrar, will welcome back Bryce Graetz from Black Diamond League club Cardiff. while Will Reinhold will play out the seaso at home at Temora.
Northern Jets have cleared Osborne premiership player Mal Douglas, while former Coleambally big man Josh Hamilton, who was once deregistered for the 16-game suspension limit, has applied to join Hume League club Holbrook.
TRYC co-coach Heath Russell was thrilled to welcome Driscoll back and he will come straight in for the Magpies' big game against Marrar at Victoria Park on Saturday.
"Yeah it's a nice little June 30 present," Russell said.
"Brad (Aiken) and I are over the moon. We were obviously disappointed to lose him (at the start of the year) but we understood. For his footy development, to go to Albury was where he wanted to be and we supported him on that.
"We kept in contact with him throughout the year, and obviously when he wasn't able to get into the ones, we had another chat with him and let him entertain the idea of possibly coming back.
"When he told us, we were really excited to get that phone call and get him in."
Driscoll played four reserve grade games for Albury, where he was in the best twice, but played a starring role in the Giants Academy's undefeated NAB League campaign.
The 19-year-old has been selected in the Allies squad to play at the national championships and is widely regarded as the Riverina's leading draft candidate.

Russell said they were yet to decide whether Driscoll will play in the ruck or up forward at the Magpies.
"Probably a bit of both. We haven't spoken fully with him," Russell said.
"Obviously he's got aspirations to get drafted and Brad and I, when we spoke to him, we said we'll fully support him and help him develop as much as we can.
"We want to see where he thinks he plays his best footy and we'll try to fit that in with where we think he can play best for us as well. He'll be handy through the middle, having had Jake (Adams) out for about eight weeks, we've asked a few guys to pinch-hit in the ruck and it's not very often you get a 202 centimetre guy who can lob in and sit in the square as well."
The Allies' national championships campaign starts next week so, if selected, Driscoll's availability could be spasmodic.
The Bombers are thrilled to welcome Graetz back to the club for the second half of the year.
He played 113 games for the Bombers before moving to Newcastle, where he has since played 54 games for Cardiff and been elevated to captain of the club.
He has two games to serve on a suspension and will come in for Marrar's round 14 game against Temora.
Douglas has indicated initially a desire just to play reserve grade at the Jets, while Reinhold returns after having played a game earlier in the season at Temora, while Melbourne was in lockdown.
