With Jock Ward ruled out with a shoulder problem, the Dragons lost Gavin Kite (arm) and Tyler Madden (ankle) in the first half.
Kite has broken the same arm twice in the past.
Nick Trevaskis then reaggravated a hamstring complaint when scoring the side's lone try in the 77th minute.
With Trevaskis off and winger Drew Robinson down the Dragons played the last few minutes with only 11 players on the field.
Captain-coach Josh McCrone is very concerned about their numbers ahead of a clash with Tumut at Nixon Park on Saturday.
"It's like a hospital ward in there (the sheds) which is tough when we're struggling for players as it is," he said.
"That's rugby league so we'll have to find 15 fresh blokes and do it all again."
He also rued how the start of the game transpired after the Bulls opened the scoring try off what looked like a forward pass before Daniel Foley swooped on two dropped kicks to jump out to a 14-2 lead after 29 minutes.
The Dragons struggled to respond.
"There is stuff where we can help ourselves with but it is tough when you are playing the better teams with tons of skill and the 80-20 calls don't go your way," McCrone said.
"That is nothing against them, as they were a way better team today, and the injuries we had meant it would have been a massive task, but it makes a tough game of it.
"Every week by 70 minutes both teams are frustrated."
