David Bolton set the tone with a run-a-ball 100 at Robertson Oval before Starr stole the show with some unbelievable hitting.
He made 113 from just 75 balls, including six sixes and seven boundaries.
After Bolton and Shaun Smith (27) put on 83 runs, Starr and Bolton then combined for a 96-run partnership for the third wicket before Colts were bowled out for 283 with one ball remaining on Saturday.
Starr and Macgregor Hanigan then created carnage with the ball, picking four wickets in the first five overs to end any chance of a contest.
After sneaking into the top four on percentage, Kooringal Colts now tackle South Wagga for the title at Robertson Oval on Sunday.

Captain Keenan Hanigan could barely believe what had happened in the 201-run win.
"You won't see that happen too off," Hanigan said.
"It's a good feeling but we've got one more week to go.
"After being zero and six at the start of the year and with a couple of games before Christmas we were scratching our heads looking for where to go and what we were doing wrong, but we stuck to it and now we've won a prelim and we're into a grand final."
Hanigan was surprised to be sent after stand-in captain Jon Nicoll won the toss, but Bolton was steady early before he and Starr went to work against the Cats attack.
While Wagga City were able to claw back a little as Colts lost 8-81 in the last 11 overs the scoreboard pressure was too much from the very beginning.
First Macgregor Hanigan (3-27) removed the dangerous Ben Turner for a duck in the second over before Starr (2-9) claimed Tim Jenkins (0).
Hanigan then bowled key batsman Jon Nicoll (four) before Nick Cawley became the third Cat to be removed without scoring.
Ed Grigg offered some resistance, top scoring with 27, but the clash was almost finished before the first drinks break with Wagga City 8-70.
Kooringal Colts only needed two more wickets and didn't take them long to wrap up the big win as Wagga City were bowled out for 82 in the 23rd over.
Keenan Hanigan thought having plenty of runs on the board helped complete the win.
"We knew they were going to come hard with the big total on the board," he said.
"Turner usually comes pretty hard early but he hit one to point, we took the catch that's what we wanted and that probably started it."
Colts have reversed the results in their last two finals appearances, getting the better of Wagga RSL in a thriller and then Wagga City, and now have down South Wagga for the first time this season if they are to win their first title since the 2014-15 season.
