The district's Highway Patrol officers sparked an investigation after noticing an increase in advertising of fraudulent pink slip and blue slip certificates via social media.
Acting Inspector Ben Smith said they had been investigating the crime since October last year, but on Wednesday they sent two officers to Sydney where they allege some those involved in the syndicate are based.
He said the scheme was not only dangerous in terms of road safety, but also in relation to covering the tracks of stolen vehicles.
"These offences are serious in terms of road safety," he said.
"Vehicles with obvious issues are being passed off as road worthy, and stolen vehicles are being rebirthed without being inspected at all."
Following investigations with the support of Transport for NSW, Highway Patrol officers arrested four people in Smithfield, with three individuals charged with a range of offences including Publish etc misleading material to obtain advantage, multiple counts of knowingly produce false/misleading documents and permit issue of false misleading report.
Acting Inspector Smith said two of those charged were ex-AIS examiners.
"We will be suspending these people's inspection licenses so they can't continue this behaviour in the future," he said.
With "at least two or three" people found in possession of the illegal certificates in the Riverina, Acting Inspector Smith said more arrests were likely.
"People who have gone and got slips which are illegal should come forward before we come and knock on your door," he said.
"These people are not victims. They seek out this illegal clearance."
