Collins, who has previously filled the Hawks' top job, agreed to return to the role after Ryan Smith stepped down the role after five years to join Wagga City Wanderers in a senior men's management role.
One of Collins' big priorities for the new year is to help the club settle on a new Pascoe Cup coach after Scott Elphick moved to Tolland for 2021 after one season in charge of the Hawks.
He has been five president of the club's juniors since 2011.
"There's a bit of work to do to get up to speed for the season, which will come up on us pretty quick," he said.
"With all the COVID protocols hopefully we'll be able to get a full season, I think they (Football Wagga) did a pretty good job last year.
"Our players numbers look good again. We took a hit there like all clubs did last year, but hopefully we'll be able to fill most grades.
"We're not sure about first grade women, but we should definitely have teams in all other grades as far as I know.
Collins feels the Hawks are in a strong position after the COVID pandemic delayed the start of last year's season by several weeks.
"I think most of the clubs have managed to get through it fairly well," Collins said.
"I know the Football Wagga committee did a mountain of work that was very stressful on them. Our numbers were down but it was about giving people the chance to play football, and that was achieved.
"What happens with this latest (COVID) outbreak will decide what happens with the season, but at least we'll have a better idea of how to handle it."
