It comes as the city's councillors agreed at Monday night's meeting to send the draft Lake Albert Plan of Management to the state's planning department before being released to the community for feedback.
Included in the plan were proposal by two organisations vying for permission to transform Crown land at Bosley Park.
The Wagga Boat Club is advocating to turn bushland into a campground to grow the club's potential customer base whereas the Wagga Country Club wants to install a driving range as part of its plans to one day establish a junior golf academy.
Boat club commodore Mick Henderson aired his concerns at the council meeting, telling councillors that the land should be used to benefit the whole community not just one user group. He also raised his issue with the lack of consultation during this review.
Wagga councillor Rod Kendall said there is some confusion about the draft management plan, which "has not set in stone" the use of the Crown land between Plumpton Road and the boat club.
"It is critically important in this draft plan that the changes of use be mentioned so a proper public consultation process can happen in the future to determine what and if any changes will happen for that land," he said.
In other news:
"The detail that has caused confusion at this stage is the use of that land .... It mentions different uses for the land than what it is currently used for and without that mention of potential uses, it would lock the current use in place."
Wagga councillor Paul Funnell said the council needs to remember why the review came about, which was because of the primitive campground proposal.
He said Mr Henderson was right to raise his concerns about the level of consultation the council had with the club, given that this review was born out of their concept.
"I do not support a driving range because it limits it to one group of people in my opinion." he said.
"The country club would benefit from a camping ground."
Wagga mayor Greg Conkey said the council will refer the draft Lake Albert Plan of Management to the state's planning department for review and consent, which could take up to four months.
Therefore, he said residents should not expect the draft plan to be released for public exhibition until early 2021.
