Taliano was found to have heptaminol and cobalt above the legal threshold in a pre-race urine sample taken prior to the gelding competing in and subsequently winning a maiden race at Murrumbidgee Turf Club on July 14.
Last week's stewards inquiry was unable to establish the reasons for heptaminol and cobalt being detected above the threshold.
Russell pleaded guilty to all three subsequent charges.
She was twice charged under rule 240(2).
The first was for bringing Taliano to the races where the prohibited substance cobalt was detected, above the threshold of 100 micrograms per litre, in a pre race urine sample collected from the gelding.
It carried a 12-month disqualification.
She was also charged after heptaminol was found in the sample, which carries a two-month suspension.
The two penalties will be served concurrently meaning Russell is disqualified until October 21 next year.
She was also fined $300 under rule 104(1) for failing to keep accurate treatment records.
Taliano has been disqualified from the event with the placings amended.
Tumut trainer Kerry Weir's Cape Cluster, who was beaten by over a length, is now credited with the victory.
Russell was informed of her right to appeal.
