COVID-19 Task Force Commander Brigadier Mick Garraway says enforcing a new border between Albury and Wagga is "contingency" but the back-up plan has not been used.

Brigadier Garraway, a former Kapooka base Commandant, gave an update in Wagga on Friday on the Australian Defence Force's operations to secure the border with Victoria, which he said posed "no risk" to the city.
"At the moment here in southern NSW we have just under 500 personnel on the operation, we have a small command and logistic element at RAAF Wagga; they are not involved in the checkpoints," he said.
Brigadier Garraway said the ADF has 18 checkpoints between Eden and the SA border and there was "clear segregation" between troops and the wider community.
"Each location has teams that work together for the duration of the task so there is no mixing between groups," he said.
"Our aim is to protect ourselves and by protecting ourselves, we help protect the community.
"No personnel from RAAF base Wagga or Kapooka are involved in checkpoints on the border, so there is no risk of any of the people posted to Kapooka or RAAF Wagga being a threat to the community, no risk from their families or their children."
Most troops at the border will return directly to their home bases in Brisbane, Sydney, Nowra and Newcastle when the operation ceases.

When the NSW and Victoria border closed last week, comments by NSW Premier Gladys Berejiklian at the time gave rise to speculation that a second border would be established between Albury and Wagga.
Brigadier Garraway said that measure was a matter for the government.
"They have contingency plans if that is required to have more of a layered effect, but at the moment the effect they are achieving is a hard border and for the moment that appears to be working." he said.
"I'm sure and I know if there is evidence to the contrary, when the truth changes, the government may look at it in a different light but at the moment their plan is hard border along the Murray."
This week 12 troops in transit to the border at RAAF Wagga were tested for coronavirus after attending Sydney's Crossroads Hotel.
Brigadier Garraway said the troops had returned negative results but they would remain in isolation until July 23.
