The Wagga Harness Racing Club committee will finalise their plans to allow restricted access from their June 19 meeting.
Chief executive Graeme White will release more information this week.
"With the government restrictions and all the measures we have to do it will start off with owners and then open up to members," White said.
It follows from Bathurst's lead who have provisions for up to 50 owners and members on track on Wednesday.

WHEREYABINBOPPIN bounced back to his impressive best after winning at Menangle on Saturday.
In his first start for Shane Sanderson, the four-year-old was a dominant winner after being forced to race without cover.
However he had plenty on his rivals, going on to win by 9.6 metres in a mile rate of 1:50.6.
Former Junee reinsman Cameron Hart was at the helm for the win.
The win qualifies Whereyabinboppin for a $30,000 final on June 20.
Whereyabinboppin finished fifth in the group one Regional Championships final, ending a run of five straight wins.
We Salute You, who finished second in the $100,00 race, was third in a later heat of the series for new trainer Blake Fitzpatrick after galloping out at the start.

WAGGA Pacers Cup winner Rusty Crackers is heading to Menangle on Saturday.
With coronavirus restrictions easing, Brooke McPherson and Tom Gilligan jumped at the first chance for Riverina horses to race in the region.
Gilligan is pleased with how the horse has come through his cup success, but isn't sure how suited he will be after drawing barrier one.
"One isn't overly great but the thing about Menangle is they are at full speed when they let them go so hopefully he can balance up and hold his own," Gilligan said. "If he can sit behind the favourite I hope he will be thereabouts."
Rusty Crackers lines up in a heat looking to take on Whereyabinboppin in next week's final.
Major Roll, who was second to Rusty Crackers in the Wagga Pacers Cup, is also heading to Menangle and has drawn barrier six in the seventh heat of the series.

GRANT Forrest continues to have a dream run with his trotters.
After a move near Canberra, Forrest produced the trifecta at Menangle last week.
Paul Sapio drove Forestspider to her first win in a year, while stablemates Eratigena and Critical Advantage filled the minor placings.
All three were unplaced on Tuesday.

PACING is set to return to Young on Tuesday as coronavirus restrictions lift.
Leeton, who raced on Tuesday, and Young have been added as venues where Riverina participants can race.
July 1 is the date regionalisation is set to end.
First Wagga will hold an eight-race card on Friday.
