The Storm arrived in Albury on Tuesday afternoon before the team was set to start training tomorrow.
Some councillors, however have voiced opposition to hosting the club and called an extraordinary meeting that might possibly refuse the NRL team from Greenfield Park facilities.
It is understood The Storm was searching for an alternate, privately owned venue.
Cr Conkey has shot his hand up offering Wagga as a training base for the Victorian team.
In other news:
He said the city has first-class training facilities at the Equex and Oasis centres, which the council could open for the team's exclusive use.
"We have some really excellent training facilities here and we would welcome them with open arms," he said.
Although Cr Conkey understand there might be concerns about the spread of COVID-19, he said the risk would be very minimal.
"They would be particularly cautious of their own players and to make sure they are safe, secure and kept separate from the Wagga community," he said.
"So the city of Wagga would be very pleased to receive a phone call from the Melbourne Storm."
