The three-year-old was born on February 29 2016, putting her in a select group of leap day babies who can only celebrate their actual birth date once every four years.
Katie's mother Monique Atkins said she never expected her daughter would be born on a leap year as she was due much earlier.
"It was pretty cool actually, but I definitely wanted to get her out!" she said.
The three-year-old has been having her cake and eating it too ever since, celebrating on February 28 with her mother and March 1 with her father.
While she enjoys the extended celebrations every year, Ms Atkins said Katie did not understand yet why this birthday was officially her first, and she was determined to remind her mother she was turning four.
Katie will celebrate on Saturday at her grandparents' place among friends and family, and Ms Atkins said they were making it a special one.
"It's a bit bigger this year than last time," she said.
