Okerenyang was handed the honour by Athletics NSW, named as one of three captains for the state team at the championships in December.
"I will hopefully motivate the competitors to compete to the best of their ability and be humble in both success and failure," Okerenyang told Athletics NSW.
"I'm a proud member of the NSW team and I will do my best for the team managers, the competitors and myself."
Joining Okerenyang as state captains are discus thrower Sally Shokry and para-athlete Tamsin Colley, both from Sydney.
The 17-year-old student at The Riverina Anglican College qualified for nationals in blistering fashion, winning the under 17 boys 100 metres (10.98s) and the long jump (7.17m) at the NSW All Schools Championships last month.
He is also the Australian under 18 100m champion, after running a 10.78s final at national juniors back in April.
Younger brother Gerard won the 15-years boys hammer throw at the NSW All Schools and Wagga High's Kippy Langat won the triple jump in the same age group.
