Muir's first season in charge at Leeton proved a difficult one as he suffered a season-ending shoulder injury in the opening round and the Crows finished on the bottom of the ladder.
The Crows showed promising signs at different stages of the year but were a couple of experienced players short at times as they went about a rebuilding year.
Finding a couple of 'experienced heads' is the number one priority for Muir and the Crows' recruiting team over the off-season.
"We're still sticking with our juniors and young players. We had up to 13 play every week this year so it's no good blooding them, giving them an opportunity and then recruiting six or seven players," Muir said.
"We would like to recruit three quality older, experienced heads that can help try to groom these younger blokes.
"We're under no illusions it's going to be tough but we don't want to bring in six or seven and have them leave next year. We want to bring in three or four guys that will stay in town for three or four years.
"We didn't have a good year but I do believe the ability's there. It's just a matter of getting 30 to 40 senior games into the young guys."
In positive signs for the Crows, best and fairest winner Ryan Grey has re-signed for next year, along with the rest of the playing group.
It is believed the club is in talks with a number of potential recruits, including an ex-AFL footballer.
Muir himself is on track to be back for round one.
"My shoulder's pretty good. Everything's on track and I should be right to go for the start of the season," he said.
"We haven't lost one player. Everyone is sticking around, which is a positive."
The Crows will get their 2020 campaign underway next month with pre-season training to commence on November 18.
"We are coming from last so we do have a lot of work to do," he said.
Meantime, Grey edged out Bryce O'Garey for the Crows' best and fairest award at their presentation night earlier this month.
Grace Korovata won the Crows' A grade netball best and fairest from Taya Crockford.
