Young qualified in the opens and Narrandera in the president's reserve but couldn't progress from their section.
In the semi-final the Rules team of Doug Kinder, John Hetherington and Pedro Rudd took out the Zone 10 team from the Hills.
It set up a clash with Westport.
The Zone 14 representatives Col Baldwin, Richard leet and Michael Brennan shot out to an 9-1 lead after three ends.
However Rules fought back to trail 10-9 before leveling the scores at 14-all after 14 ends.
Wesport again took the ascendancy, leading 22-15 after 19 ends before another Rules fightback leveled things at 22-all after 23.
Rules then closed out the title by scoring singles on both remaining ends to take the championship 24-22.
Meanwhile Cootamundra Exies took out the state president's reserve fours.
Young (opens) and Rules Club (seniors) failed to win their section but Cootamundra's team of Jason Jones, Geoff Manwaring, Terry Smith and Rocky Ford scored a win over Warilla to set up a final against Parkes from Zone 4.
In the Final Cootamundra steadily built their lead throughout the match and held an unassailable lead on the 20th end of 19-10 to defeat Robert Irving, David Johnson, Col Mudie and Gary McPhee.
