Riverina Police's Acting Inspector Geoff Gray said the city's central business district and the Southcity Shopping Centre were patrolled from Thursday to Friday, last week.
Police officers targeted retail theft alongside the loss prevention officers.
Acting Inspector Gray said 21 people were searched on the first day with eight charges, five criminal infringement notices and two youth cautions issued.
Two people were also arrested with outstanding warrants.
The next day, police searched 10 people with seven move on direction notices, one charge and five criminal infringement notices handed out.
Acting Inspector Gray said the operation showed that theft was a problem in Wagga.
"The results speak for themselves that shoplifting is an issue and at the end of the day it is our local retailers and community who are affected," he said.
