Tootsie Lamb, 15 and Riley Knight, 13 have joined Oscar Knight (15s) and Harrison Watson (14s) in the program which aims to bridge the gap between the under-14 representative programs and the A-League.
Oscar Knight and Watson play each week for Football Victoria National Premier League side Murray United FC, while Lamb and Riley Knight play in Wagga.
The Victory's outgoing general manager of technical and coaching, Rob Sherman overseas the development program and will soon soon fill the country's top coaching role as Football Federation Australia technical director.
Sherman believes the camps are an important step towards providing future generations of players with the support needed to realise their potential.
"As a club we are committed to identifying, nurturing and then developing the very best players in the country and these programs will provide the framework to accomplish that," Sherman said.
Harrison's father, Mark, said the initiative helps keep talented juniors in the system with access to top level coaching.
"The younger age groups go off to nationals at Coffs Harbour, but between 14 and 16 they have a big precipice where they lose a lot of kids," he said.
"At 16, that's when the A-League picks them up. What Victory is proposing is to give them training to keep them in the game."
