Toowoomba recruits Jarrod Lee and Blake Appo are still away with work commitments while front rower Zach Starr is set to miss the next six weeks with a knee injury.
Despite impressing at fullback, Rory Block will move to halfback to take on Young at Alfred Park on Sunday.
Elwin hopes it will help balance out their attack.
"I personally think Rory has been our best player this year with the way he saves tries and creates opportunities but for the purpose of having depth both sides I've moved him to the halves," Elwin said. "There was a lot of missed opportunities down our short sides."
Temora welcomed Papua New Guinea recruits Joshua Nani and Sipa Korkan plus former Brothers player Joe Leggatt last week in their loss to Albury.
Leggatt impressed while Elwin is hoping the internationals have acclimatised better after their late arrival.
