A two-time premiership player with Marrar, Parks wants to switch camps to their Farrer League grand final rivals.
Marrar have refused the Saints' requests, saying Parks signed a contract with their club late last season for another two years and, accordingly, was a significant part of their plans.
"North Wagga Football Club and Matthew Parks have lodged an appeal to AFL Riverina in regards to his transfer refusal. The process is that the appeal will go to an independent chair who will decide if an appeals hearing will be convened," AFL Riverina's Tom Walker said.
"Both North Wagga Football Club and Marrar Football Club have the opportunity to provide evidence to the independent chairman."
The independent chair will assess the evidence before making a call on whether to send the case to a full hearing, if it's deemed the 'appeal has reasonable prospects of success'.
Marrar's first game of the season is against North Wagga, in round two (after a first round bye).
Parks joined the Bombers from Lockhart at the start of 2017. Despite suffering some injuries in both seasons, and often playing second fiddle to Nick Molkentin in the ruck, he's played 30 games for the club, including both grand final victories.
North Wagga lost ruckman Josh Hanlon to illness last season while their other big man Charles Shaw has moved to Victoria in the off-season.
