The Gundagai product is the first signing for the Wagga club under new coach James Smart.
He was man of the match in Gundagai's reserve grade premiership last year and the opportunity to make the number six jersey his own proved too tempting.
"I decided it was time for a change and a new challenge," Herring said.
"I've been in and out of first grade now for the past couple of years and Smarty was keen to give me an opportunity to play first grade in my preferred position so I was keen to give it a crack."
It comes as Gundagai have snared star playmaker Nathan Rose from Southcity.
The 22-year-old has been based in Wagga for the last four seasons and now doesn't have the extra travel commitment to contend with.
Herring hopes he can play a big role as Kangaroos look to continue their rise up the Group Nine ladder.
"I'm keen to play my style of footy and hopefully in a tight-knit group I'm excited to see what happens," he said.

After showing plenty of promise in limited opportunities in first grade with the Tigers, Smart is confident Herring is ready to step up to the top grade.
"We're really happy to have him onboard and I;m looking forward to watching him next year as I'm sure he will be a huge asset to the team and to the club," Smart said.
"We're looking at bringing in guys to fill positions in our first grade side and I've seen enough of Will to know that he's ready to take that next step and be a regular five-eighth in first grade."
Kangaroos snuck into fifth spot this season before the finals series was called off.
However they're set to be without a number of players from the side, led by Luke Ingram.
"He's got an opportunity to go with the Mackay Cutters, which is great for Luke to get an opportunity to test himself in a competition like that," Smart said.
"He will be a big loss for the team as I thought he played really well this season."
Ned Cooper, Liam Fitzsimmons and Tyler Jones are also not expected to be at the club next year.
