Mr Perrottet, the former treasurer, was last Tuesday sworn in as the 46th premier of NSW after the resignation of Gladys Berejiklian.

The Labor opposition in parliamentary question time on Tuesday wished Mr Perrottet well but immediately sought to corner the new premier on health funding as the state leaves four months of COVID-19 lockdown.

Data issued in September found visits to NSW hospital emergency departments in the months before the COVID-19 outbreak in June were the highest since records began, and ambulance wait times the worst.

The health system is also likely to come under significant strain as lockdown ends and the number of COVID-19 hospitalisations jumps.

Mr Perrottet in response outlined the most recent NSW budget in June in which NSW Health received a total of $30.2 billion, made up of $27.1 billion in recurrent expenditure and $3.1 billion in capital spending.

The bill for NSW's COVID-19 management by that point had reached $4 billion, but was set out before the beginning of the Delta outbreak and lockdown.

He also outlined multiple hospital upgrades around Sydney and NSW.

"We have taken healthcare in western Sydney, education investment, to a whole new level ... a government that has turned around the state," Mr Perrottet said.

"The investments we've made in the health system will make sure the system stands strong and firm during what will be one of the most difficult times in 100 years for the health care of the people in our state."

Mr Kean also hit back, labelling new Opposition Leader Chris Minns the leader of a "policy-free" opposition that couldn't muscle up to the government.

By comparison, he said the coalition would "turbo-charge" economic activity.

"Premier Perrottet has only been in the job a few days and already he's delivered more policies ... than the Labor Party in 11 years in opposition," Mr Kean said.

"He's not the premier, he's the 'Dom-inator'."
