It is believed the skateboarder was hanging on to a car when he lost control, falling and hitting his head then possibly being pulled under the vehicle shortly after 5.30pm.
The accident happened on Plunkett Drive, Lakehaven, adjacent to the Mater Dei Catholic College car park.
Witnesses ran to help the teenager and one woman tried to give him CPR before emergency services rushed to the scene.
It is believed there was little paramedics could do as the boy died instantly from the head injuries he sustained.
The boy is believed to be a year 12 student at Mater Dei Catholic College.
A crime scene was quickly established as Plunkett Drive was closed off.
It is believed the teenager was hanging on to a Holden Rodeo driven by a P-plater who had a passenger with him in the vehicle when the accident occurred.
The location is known to be a popular skateboarding spot by residents in the area.
The victim’s family was inconsolable as they stood at the scene and later spoke to a chaplain who attended the site at around 7pm.
A friend of the victim said he had heard what had happened after a family member of the deceased boy posted it on Facebook.
As the news spread, the boy’s friends and workmates arrived at the scene. They gathered together further up the hill, some sitting with their heads in their hands while many consoled each other at the loss of their friend.
A resident in the area and father of a student at the school, Daniel Green, said people rode around on skateboards regularly in the area.
“The guys that come here to ride just want to have harmless fun but unfortunately there is danger involved,” he said.
He said he had seen skateboarders being towed on the back of cars before.
The road was dry and weather conditions were fine and clear at the time of the accident.
Investigations are expected to continue for some time according to Detective Acting Inspector Michael Handley.
The dead boy’s name is yet to be formally released.
The state’s road toll stands at 18 this year with two deaths in the southern region.
Police and accident investigators were still at the site late last night.
