Clubs must have an approved COVIDSafe Segregation Plan in operation for patrons to be allowed back on track, as NSW hits 70 per cent double vaccination.
Individual clubs will be allowed to decide if they wish to submit an application.
Further restrictions will be removed at 80 per cent, including the removal of regionalised racing.
Harness Racing NSW will assess the inclusion of unvaccinated people at race meetings from December 12.

BLAKE Jones has cut into Jackson Painting's advantage in the Southwest and Riverina driver's premiership.
After winning the last four titles, Jones has driven nine winners to Painting's three across the last five meetings.
Painting's advantage is now 5.5 wins after Jones brought up his 68th win in the region this year with Nerano at Riverina Paceway on Tuesday night.
David Kennedy is 17.5 wins clear of Ellen Bartley as he looks to defend the trainer's premiership.

CAMERON Hart leads the NSW driver's premiership by 19.
The former Junee reinsman has driven 139 winners in the state so far the season, to sit clear of Jack Trainor.
Among then was another win on My Ultimate Byron, who made it six wins from as many starts for former Temora horseman Jarrod Alchin in a NSW Breeders Challenge heat at Menangle on Tuesday.
Hart is also the state's leading concession driver.
KerryAnn Morris, who is from Ganmain, leads the state trainer's premiership with 94 wins so far this season.

FIAMMA returned to the race track with a strong win in her heat of the Vicbred Homegrown Classic at Ballarat on Friday.
Owned by the Atworthy Park Group, the two-year-old made it two wins from four starts.
However she has a horror draw to contend with in the group two final at Bendigo on Saturday, coming up with 11.

RADIANT Rose delivered owner Luke Mulley with a Vicbred bonus at Maryborough on Wednesday.
Following nine placings, the mare won her first race for the Wagga horseman in Leeton in June before heading for a break.
Coming off two seconds in her first three starts for Julie Douglas, the four-year-old held on to take a narrow victory.
