The club announced the tough decision over the weekend after they were unable to get confirmation on when crowds would be allowed to return to the track.
The NSW Government has given the green light for crowds to return to the races in areas out of lockdown but Racing NSW have maintained their biosecurity protocols and meetings are still being conducted with essential personnel only.
It means the Saturday October 2 race meeting, a Sky Two program, will still go ahead but without the trackside colour of the Wagga Amateur Picnic Race Club.
"The committee is devastated at this news as we were excited to go ahead and enjoy the sunshine on the day in support of Country Hope," a club statement read.
"We really are so sorry, but with the Racing NSW mandate we are simply unable to go ahead. We would also like to thank the MTC for their assistance and guidance over this time."

The club is in the process of refunding tickets. They still plan on supporting Country Hope via their charity club.
The picnic meeting is the second charity day to be impacted by COVID-19 after the Kurrajong race day suffered the same fate.
