Officers were deployed to the Villawood area after seeing details of the protest online.
NSW Police say the officers saw a Toyota with altered registration plates driving on Woodville Road which didn't stop when police tried to pull it over.
After a chase, the 40-year-old driver was stopped and arrested.
He's been charged with encouraging the commission of crimes, obscuring his number plate, failing to stop his car, and not complying with a direction.
Police will argue in court that he shared details of the protest on social media.
He was refused bail and will appear at Bankstown Local Court on Wednesday.
His passenger was fined for breaching the public health order.
