The group has been seeking legal permission to take visitors on rides on its 'trike' vehicles without having to use the workaround of signing up to membership of the group.
Railway Treasurer Wally Bell said auditors from the Office of the National Rail Safety Regulator were due to visit the Ladysmith station when COVID-19 restrictions allowed.
"The regulator has been asking a lot of questions and they have been talking about coming here in August, but I don't know whether this COVID will let them," he said.
"We have got our fingers crossed as its holding us back. If we can take passengers then we can earn more money and money is what he have got to have to support the railway."
