Winter was reported for rough conduct in the final term of North Wagga's big win over Coleambally at McPherson Oval on Saturday.
It is alleged he performed a dangerous tackle on Coleambally teenager James Buchanan.
The tackle was graded as careless, high contact and high impact.
The charge warrants a three-game suspension but Winter can accept two with an early guilty plea.
Any suspension would mean Winter misses Saturday's important showdown with Marrar at Langtry Oval.
The Saints have Barellan and Northern Jets after that.
Winter won the Farrer League Player of the Year award in 2019 and finished runner up to Mitch Haddrill in the Gerald Clear Medal that season.
Winter has been in the Saints' best in six of his name games this year.
