After COVID forced the event to be cancelled last year, players across eight divisions from 11 years development teams to opens will compete, with Wagga expected to once again be one of the heavyweights.
Teams from across Wollondilly, Sapphire Coast, Southern Highlands, Cowra, Canberra and Albury-Wodonga will join the Riverina teams in action across 20 courts.
Wagga Netball representative manager Jane Wadley said the return of the carnival was a crucial factor in player development, with last year's state titles also cancelled.

"It's good to get back into the swing of it. There's a few kids who have never been (to state titles) and they still did all the program, they just didn't get the cake at the end.
"I'm pretty sure all our teams will play in division two for state titles, but at the carnival this weekend they should go quite well.
"There's quite a few from Canberra we don't play against a lot, and especially given the carnival wasn't on last year they're a bit of an unknown."
The carnival is contested across a round robin format, with teams looking to finetune preparations for the senior state titles in Sydney from June 12-14, and the juniors a fortnight later.
The first matches of the Wagga representative carnival begin at 8.30am and continue until around 3.30pm.
