Chief operating officer Peter Bernardi said the 'Ten Tops' shop due to open in the former Northside Furniture site in Fitzmaurice Street would offer "discount variety".
"It will have a unique angle that nothing in the store is over $10," he said.
"We'll sell a lot of everyday goods for cheaper than the major chain supermarkets.
"They'll be a core line of groceries, which is cleaning, health and beauty products, but then there's all sorts of deals like 30 Magnum ice blocks for $10."
Mr Bernardi said the shop would take in certain products when they were available.
"When it's gone, it's gone. They are in and they're out," he said.
Mr Bernardi said the shop was due to open in late March and create about 25 part or full-time jobs.
The Ten Tops main entrance will likely open into the Gurwood Street Woolworths car park.
The Bernardi family business previously operated a supermarket in Tolland.
