Hazell sits on 151 after the opening two rounds of the club championships and holds a four-shot lead over Heath Russell.
Hazell is no stranger to success at the City Club, winning his first club championships in 2017 after a number of near misses before that.
Russell (155) will lead the chasing pack in Saturday's third round, with the fourth and final round to follow on Sunday.
The pack includes Andrew White (156) and defending champion Kyle Harrison (159).
Wagga City Club professional Tim Barlow said the 84 players taking part in the championships are enjoying brilliant playing conditions.
"The course is playing really good at the moment. It's just been perfect, plenty of grass, we've had rain at the right time and our new greens have come back a million dollars," Barlow said.
"The course is tidy, there's plenty of grass on the fairways and we're looking good."
Last year's club championships at Wagga City Club was not played due to the upgrade of the course greens.
Steve Wetton (169) leads B grade, while Luke Adam (184) is in front in C grade.
