The Wanderers downed the previously undefeated ANU in the grand final for the second consecutive year.
The scores finished at 1-1 at full-time and the pair were unable to be separated after a further 30 minutes of extra-time.
The grand final was sent to penalties, where goal keeper Liam Dedini proved the hero in the 5-4 shootout win.
He pulled off two brilliant saves, and also converted a penalty himself, to seal a second consecutive 23s premiership for the Wanderers.
Wanderers under 23 captain Kyle Yeates paid tribute to coach Dave Leonard and the club's depth after claiming another title.
"Our boys, we've got heaps of players that missed out today, missed out throughout the season, it was hard work to get everyone prepared for today so well done Dave and thanks to all the boys," Yeates said at the presentation.
"Thanks ANU, it's been hard fought all year, you guys were probably the premier team across the season but unlucky today."
Matthew Moffat sent the Wanderers 1-0 in front with a goal in the 32nd minute. ANU got their reply through Hugh O'Brien in the 59th minute.
The Wanderers narrowly missed scoring the match-winner just before full-time, and were unable to find the back of the net in extra-time.
