A further eight Victorians have died from the virus, bringing the virus' death toll to 683.
On Monday, there were 41 new cases reported, the fewest since June 27.
The average number of cases in regional Victoria during the past 14 days is 5.3.
The daily average case number is the average number of new cases in the past 14 days.
Regional local government areas require a 14-day case average of five or fewer and no cases of unknown source to progress to the third step of the state government's COVID-19 roadmap.
There are seven active COVID-19 cases in central Victoria, with the updated local government area figures to be released on Tuesday afternoon.
Data from the Department of Health and Human Services released on Monday showed the number of active cases in the Macedon Ranges had dropped from three on Sunday to one on Monday.
The total number of cases in the municipality also dropped from 58 to 57.

There were no changes in Greater Bendigo, with four active coronavirus cases listed in the municipality on Monday.
The Campaspe Shire was the only other local government area in central Victoria with active cases. There were two active COVID-19 cases listed on Monday.
There were no changes to case numbers in the Mount Alexander, Central Goldfields, Loddon, Gannawarra, and Buloke shires. There were no active cases in any of those local government areas.
