Police at a checkpoint on the Hume Highway in Albury stopped a Mitsubishi Magna about 8.45am on Saturday.
The 34-year-old driver produced a valid border permit but when he was unable to provide further identification, checks revealed he was disqualified from driving.
The man was arrested and the vehicle checked, at which point police discovered a 41-year-old woman hiding in the boot.
The woman, who did not produce a valid permit, was directed to return to Victoria.
The driver, a West Wodonga man, was taken to Albury Police Station and charged with not complying with a COVID direction, driving a motor vehicle while disqualified and driving with a passenger not wearing a seatbelt.
He was refused bail and appeared at Wagga court on Sunday where he was formally refused bail to reappear at Albury court on Monday.
The woman returned to Victoria in the Mitsubishi where she allegedly travelled through a red light.
She was issued with a fine for not stopping at a red light, a fine for passenger not wearing a seatbelt and a $1000 Penalty Infringement Notice for failing to comply with COVID-19 directions.
