In one of the coups of the AFL Riverina Championship season, Neagle is living at Holbrook and will reunite with former teammate Sam Murray.
Club president Jason Hamblin said the signing came about through Neagle playing with former Lion players Sam Milne and Luke Habel at Central District last season.
Neagle played 10 senior matches for the SANFL club and is likely to line-up across half-back under coach Christin Macri.
"We've been talking to Matt for a while and he played in the scratch match at Osborne the other week," Hamblin said.
"We've got a good connection with Central District and when he came back to Holbrook he said he wanted to play for us after the Ovens and Murray season fell over.
"It's amazing the connection you get with locals playing with other players."
Neagle's brother, Jydon, was set to play for rival club Collingullie-Glenfield Park before the Demons withdrew from the season due to coronavirus concerns.
Ganmain-Grong Grong-Matong has put together a formidable list with Sam, Nick and Toby Murray, Sam Martyn, Riley Corbett, Sam Terlich and Ewan Mackinlay joining the club.
Martyn spent time on the Adelaide Crows list.
"A lot of the players have connections with the club and will fit into our culture really well," Hamblin said.
"That was important to us."
Wodonga Raiders forward Connor Newnham was also set to play for GGGM before Victorian-based players were ruled ineligible.
The Lions take on Turvey Park in Saturday's opening round at Maher Oval.
