New captain-coach Cameron Breust was thrilled to have locked in his former Group Nine premiership-winning teammate before border restrictions came into play.
"We are waiting to get advice from the group but it sounds like he will not be able to play," Breust said.
"Group Nine made a decision Albury players will not be able to leave Albury to play within the group so we're waiting to hear back on that but it doesn't look positive.
"It is very disappointing."
With the border between Victoria and NSW shut, Seaton relocated in order to be eligible to play.
"He moved to Albury just for us," Breust said.
"Before the lockdown he moved himself into NSW and that is why it is so disappointing.
"He literally packed up his life and moved across the border into Albury to come train with us and now he's been told he can't play."
