That was one of the resolutions agreed upon at a marathon AFL Riverina board meeting on Tuesday night.
AFL Riverina is in the process of developing a policy that will prevent Victorian residents from taking any part in the 2020 season.
The board also agreed to push on with the seasons, starting on Saturday week, but it will be under a crowd limit of 500 for the time being.
AFL Riverina is also yet to be informed of any further withdrawals from the either the Riverina or Farrer competitions, including that of Coleambally.
Barellan remains the only withdrawal just nine days out from round one.
AFL Riverina chairman Michael Irons hopes to finalise a policy in the next 24 hours that will rule out Victorian residents for the shortened 2020 season.
"A policy will be implemented to prevent Victorian residents participating in our competitions in 2020 and a screening process for all other players seeking to play with an AFL Riverina club," Irons said.
"This policy will be finalised and distributed in the next 24 hours."
Among the footballers to now be ruled out are Collingullie-Glenfield Park's Jydon Neagle, Osborne pair Sam Livingstone and Tom Johnson and Mangoplah-Cookardinia United-Eastlakes recently-signed spearhead Damian Cupido.
The Rock-Yerong Creek's recruitment drive has also been hit hard with Jayden Kotzur, Luke Daly, McKye Turner, Brad Hibberson and Tom Hofert all now ruled out.
The same goes for Leeton-Whitton with Sam Darley, Hugh Collins and Liam Frazer all understood to be ineligible.
With NSW premier Glayds Berejiklian on Wednesday also warning Albury residents not to travel around the state, Irons said AFL Riverina will monitor the situation closely.
"AFL Riverina will continue to monitor the current COVID-19 situation and will review all NSW Government advice and any restrictions that may change especially over the next 48 hours," he said.
