About 1.30am on Sunday, officers from the Riverina Police District were patrolling Ashmont when they spotted a gold Toyota Avalon and attempted to stop the driver for a breath test.
The driver refused to stop, and police engaged in a pursuit along Bulolo Street, following the vehicle onto Dobney Avenue.
Police allege the driver pulled into the car park of Barbecues Galore and stopped, letting a female passenger out before driving out across four lanes of traffic, narrowly avoiding the fully marked highway patrol vehicle, and crashing into a fence.
The passenger fled the scene on foot.
Police arrested 22-year-old Jessie Watson, and allegedly located what they believed to be marijuana in her necklace.
Miss Watson was charged with police pursuit, not stop, drive dangerously, learner not accompanied by driver, learner not display L plates, and possess prohibited drugs. The vehicle's registration had also expired.
Police conducted a breath test on Miss Watson following the arrest, which returned a negative result.
She was formally refused bail in Wagga Local Court today, set to reappear on June 29.
