Mr Hicks, a Queanbeyan-Palerang Regional Councillor, edged out three other nominees during the party's first preselection by video conference on Saturday.
"I've enjoyed working for the community and delivering for Queanbeyan and Palerang and now I'm so excited that the National Party has backed me and have given me the chance to go further out into our electorate in such a tough time that we have had in the past 12 months," Mr Hicks said.
Mr Hicks said farmers and "every corner of our electorate" had suffered from either fires or drought and now from coronavirus.
"We need to get the community back running, back working and I'm all for creating jobs in this area and that's what I'll be focusing on for the next two years if I'm elected," he said.
Born in Albury in 1966, Mr Hicks lives at Captains Flat, is a small business owner, and is is married with three children.
He served as a councillor on Palerang Council from 2012 until amalgamation and was elected Queanbeyan-Palerang Regional Council deputy mayor in 2017.
Riverina MP and Nationals federal leader Michael McCormack said Mr Hicks was a "rural representative" who understood the issues across Eden-Monaro.
"This is an important byelection and those voters who put a one beside the Nationals, who put a one beside Trevor Hicks, are guaranteed that they they will get somebody who is determined to represent their interests in the federal Parliament," Mr McCormack said.
"Somebody who has runs on the board, somebody who has by his vast experience over a lifetime of community service being putting it out there for people, and that's what matters in this byelelction: people."
Mr Hicks will contest the seat against Labor candidate Kristy McBain and Liberal candidate Fiona Kotvojs, as well as nine other minor party or independent candidates.
Nominations for candidates will close on June 9 at midday.
