Temora are the only club to officially withdraw, although Cootamundra are expected to follow suit, only around half of the clubs are fully committed to working towards getting back on the field this season.
Thunder president Rick O'Connell is concerned how the lack of fixed dates will impact players.
"It's just too late," O'Connell said. "While they are saying the 18th of July that is only a hopeful start date and no permission has been given for senior football to commence.
"We've got a duty of care to all our players to make sure they are fit and not put at risk.
"At this point in time clubs should not be training as a club, according to the rules.
"They can train as individuals but as a club they can't.
"We will endeavour to get teams on the park and be part of a competition but I wouldn't be surprised if there are four or five clubs who don't see the whole thing as being feasible."

Junee and Brothers are expected to join them while Southcity are meeting on Wednesday to discuss their options.
Tigers secretary Martin Hay wants clubs to remain positive to ensure rugby league remains strong in the region.
"We need to keep up the positivity, stop the negativity and going keep together to see rugby league moving forward," Hay said.
Premiers Tumut is another who will line up, however Blues president Bryan Black does have concerns on the financial impact the coronavirus crisis has had.
"If it gets up and running we will have a pretty good team of locals but my personal preference is for it to not go ahead as I think we are just going to open it up for injuries," Black said.
"Sponsors are going to be struggling and most of our sponsors are pubs or clubs.
"I don't know how the other teams are financially but most of them are all sponsored by a pub or a club and I don't see it being a benefit for them or the footy club to just play nine rounds."
