Group Nine were expecting more information from the government and NSW Rugby League on Friday before meeting with clubs.
However as it didn't eventuate the board continues to wait before trying to plot out a new-look season.
Playing finals in October is an option but clubs were told to consider coming up against the annual event.
New Southcity captain-coach Nathan Rose is a regular at the popular knockout event and remains unsure what would be best.
"It's not my call and it is still the unknown as the government hasn't made the decision yet," Rose said.
"The Koori Knockout has over 50,000 people there and I don't have an answer for it."
Coming into the coaching role with the Bulls has been very different to what Rose imagined.
However with so much uncertainty he doesn't want to over play his hand.
"Some blokes who probably enjoy training might be going for a run here and there, I actually don't know, but as far as a pre-season training you can't do too much else," Rose said.
NSWRL will allow competitions to start on July 18.
With that date in mind if Group Nine were to play a full round plus finals the preliminary final would be drawn on the October long weekend date where the Knockout falls.
Clubs will have the final say on the season structure and Rose wants to make sure they will be viable before play returns.
"We would all like to see the footy season go ahead but at the same token you have to put footy clubs first and foremost," Rose said.
"It would depend on how some clubs are, they might not be in the best place while other clubs might be.
"The first thing is to make sure clubs are right to go in the future.
"It is hard call to make as with the COVID-19 virus you don't know where it is at you can't put a plan in place."
Rose hasn't had a detailed discussion about the club's financial position but with so many of their players coming up from juniors he anticipated players would be loyal.
