The scratchings of the two favourites, Greysful Glamour and Best Of Days, has seen the field open right up for the Cup.
The Waller-trained Savacool is now the $4.60 favourite, ahead of the Joe Pride-trained Kaapfever at $5.50.
The Waller stable expect Savacool to run a big race in the Cup.
"We do. We're expecting her to run well. There's a couple of handy horses in there...and it's a bad barrier but it is a race she can win," Waller's racing manager Jack Bruce said.
"She's got a decent record on rain-affected surfaces and she's obviously in a good vein of form at the moment, attacking the line and racing consistently. She certainly deserves her crack to win a stakes race."
Waller has had the plan in mind for time with Savacool as he looks to defend his crown.
"It's been a plan. I suppose we had her up in the Sydney autumn first, then she went to Melbourne and when she was racing down there, Chris thought it would be a good idea to bring her back up for a race like this." Bruce said.
"He's been looking for black type for her ever since the start of the season. He felt she could get something, somewhere and this is a great race for her in her prep.
"He loves (the Wagga Cup). It's a big country Cup and these are awesome races to win."
